Haryana finalizes a draft to regularize 845 out of 1,499 unauthorized colonies. Chandigarh News – Times of India

Chandigarh: The Haryana Government is all set to provide key civic amenities in 845 illegal/unauthorized Colonies across the state. These colonies are among 1,499 illegal complexes that were identified by the Town and Country Planning Department of Haryana through drone mapping.
Sources said a draft policy for regularization of colonies has been prepared and will be presented in the monsoon session of the assembly. The government had announced regularization of unauthorized colonies during the budget session. According to the information, all the 845 colonies which will be considered as regular for civic amenities are present under the jurisdiction of the civic bodies.
Sources said that the government is planning some more policies for the remaining colonies that fall outside the purview of municipal bodies.
According to the information, Faridabad has the highest number of 168 such colonies, followed by Yamunanagar 134, Sonipat 72, Kalka 69, Palwal 67, 62 Panipat55 in Jhajjar, 53 in Rohtak. There are 5 to 50 colonies in other municipal bodies.
And, the Urban Local Bodies Department has priority as well as jurisdiction to provide civic amenities like water, sewage connection and other facilities. Sources said that on the basis of construction areas, unauthorized colonies have been divided into four categories for development. There are colonies in the first category where only 25% have been constructed. The second category is of those colonies where 25 to 50 per cent construction has been done. The third category is the colonies where 50% to 75% construction is done while the last category is the colonies with 75% construction. These categories have been created for the purpose of laying roads, road berms, sewage and water lines and street lights.
“It is a statutory requirement to take a resolution in the Assembly. Once the assembly goes ahead, RWA Or the developers of such unauthorized colonies have to apply within six months. The builder or parties concerned will have to pay a fee of 5% of the collector fee in case of built up area and 10% in case of unused open space,” the sources said.
As far as development is concerned, Haryana Rural Development Authority Nodal agency has been appointed for this. But the responsibility of common facilities will rest with the developer or the RWA concerned, sources said.
