India ‘disappointed’ at OIC for ‘inappropriate comments’ on J&K delimitation exercise

In a veiled take on Pakistan, India on Monday pulled up the Organization of Islamic Cooperation (OIC), saying it refrained from carrying out its “communal agenda at the behest of one country” on the delimitation exercise in Jammu and Kashmir. New Delhi criticized the group for its “inappropriate” comments on India’s internal affairs.

“We are disappointed that the OIC Secretariat has once again made inappropriate comments on India’s internal affairs,” Foreign Ministry spokesperson Arindam Bagchi said. OIC Secretariat on the Union Territory of Jammu and Kashmir which is an integral and inseparable part of India,” he said.

The OIC, an intergovernmental organization of 57 countries, has expressed “deep concern” over the final report submitted by the Delimitation Commission on 5 May. The panel was tasked with redrawing the parliamentary and assembly constituencies in Jammu and Kashmir.

The OIC on Monday said India is “attempting to redraw the electoral boundaries of Indian illegally occupied Jammu and Kashmir, changing the demographic composition of the region and violating the rights of the Kashmiri people”.

Responding to media queries about the OIC’s statement, Bagchi replied, “The OIC should refrain from furthering its communal agenda of India at the behest of one country.”

The OIC also said that the J&K delimitation exercise was in “direct violation” of international law, including UN Security Council resolutions and the Fourth Geneva Convention. It said, “Referring to the long standing and principled position on the Jammu and Kashmir dispute and the relevant decisions of the Islamic Summit and the OIC Council of Foreign Ministers, the General Secretariat will engage with the people of Jammu and Kashmir in their just pursuit. Solidarity repeats. For the right to self-determination in accordance with relevant UN Security Council resolutions. It urges the international community, in particular the UN Security Council, to take immediate cognizance of the serious implications of such a ‘delimitation’ exercise.

The Delimitation Commission on Jammu and Kashmir was constituted in March 2020. In its final report, the panel gave six additional assembly seats to the Jammu region and one to the Kashmir Valley and brought the areas of Rajouri and Poonch under the Anantnag parliamentary seat. Jammu division will now have 43 seats in the Legislative Assembly and 47 seats in the 90-member House of Kashmir. The changes will be effective from the date notified by the Central Government.
