NEW DELHI: Medical assessment and rating board, National Commission for Indian System of Medicine (NCISM) has cracked a whip on absenteeism and decided to impose “monetary penalty” on teachers who are found to be physically absent but working only on-paper for the academic year 2023-24. However, the penalty amount has not been fixed so far.

This order has been issued to all teachers, principals, deans, and directors of all colleges of Ayurveda, Unani, Siddha system of medicine.
The decision was taken in the 47th broad meeting of the commission held on July 13. According to the order issued on July 22, if any teacher is found to be present only on papers, he/she will not only be prohibited for the entire academic session but a penalty will also be imposed on them. Earlier, the commission had issued a warning regarding this.

The order issued by Dr Raghurama Bhatta U, president of medical assessment and rating board for Indian system of medicine stated that it is found that the menace of working only on-paper is still continuing in some institutions. Therefore, the commission has proposed in continuation to the letter issued on May 2, to revise the disciplinary action against teachers, who are found to be physically absent but present only on papers for the current academic session.
The revised disciplinary action which has been decided for the academic year 2023-24 varies for first and second time offence. In case of a first offence by a teacher with less than one year experience—a letter of warning may be issued to the teacher or teacher may not be considered for the said academic year or both. Also, an affidavit will be submitted by the teacher undertaking not to repeat such an offence in the future. With more than one year of experience, monetary penalty may be imposed or teacher may not be considered for the said academic year or both. The final decision will be taken by the medical assessment and rating board.
In case of second offence by a teacher with more than one year of experience, the teacher who is proven to be physically absent but present only on-paper shall be withdrawn permanently on ethical and disciplinary grounds as per the regulation 17 (g) of MSE 2022. However, teachers with less than one year of experience, monetary penalty may be imposed or not be considered for the said academic year or both.
