J&K Delimitation Commission rejects some submissions of BJP, NC members

The Delimitation Commission has accepted some of the suggestions and rejected others submitted by associate members, including the BJP and the National Conference, and reworked some of its draft proposals.

Associate members have been asked to submit their replies by March 4, after which the final draft will be made public.

The government has extended the term of the Delimitation Commission by two months and has till May 6 to submit its recommendations for delimitation of 90 assembly constituencies in the Union Territory of Jammu and Kashmir. It has already given 47 seats to Kashmir division and 43 seats to Jammu region.

The commission, headed by Justice (retd) Ranjana Prakash Desai, comprises Chief Election Commissioner (CEC) Sushil Chandra and State Election Commissioner (SEC) KK Sharma. It was established on March 6, 2020.

Following the redrawn draft proposals, the commission has opened up the Poonch assembly constituency and instead reserved Rajouri for Scheduled Tribes (STs) and merged parts of RS Pura with the Jammu South seat. So that it can be renamed as RS Pura-JS (Jammu South) while restoring Suchetgarh and Habbakadal. constituencies.

Suchetgarh has been reserved for Scheduled Caste (SC).

The commission has also redrawn the boundaries of several other assembly constituencies including Poonch, Mendhar, Surankot, Thanna Mandi, Rajouri, Banihal, Madh, Jammu North etc and renamed the Mughal Maidan seat of Kishtwar as Inderwal.

Commission sources said the BJP’s suggestion to include Shopian in the Anantnag-Poonch parliamentary constituency has been rejected. It has also rejected the NC’s objection to include Poonch district and parts of Rajouri district in the South Kashmir parliamentary constituency.

The commission accepted the suggestion of the BJP to cancel the reservation of at least one assembly seat in Poonch district as all the three constituencies there were reserved for Scheduled Tribes. Poonch-Mandi constituency has been declared as unreserved general seat.

Rajouri main assembly constituency has been reserved for Scheduled Tribes (ST) in place of Poonch.

Now, the five seats reserved for STs in Jammu region are Surankot and Mendhar in Poonch district and Rajouri, Darhal and Thanna Mandi in Rajouri district. Four seats are reserved for STs in Kashmir division, nine in total.

The commission has restored Suchetgarh assembly constituency in Jammu district, which was merged with RS Pura and Bishna in a draft report submitted to five associate members on February 4.

Suchetgarh seat has been restored and reserved for Scheduled Castes (SC) in place of RS Pura.

Parts of RS Pura have been merged with Jammu South assembly seat (earlier known as Gandhi Nagar or Chhawani) and now this section has been renamed as RS Pura-Jammu South (RS Pura-JS) Is.

Earlier RS ​​Pura was reserved for SC. RS Pura-JS is now open seat and Suchetgarh is the seventh constituency which is reserved for SC. The six others are Madh, Akhnoor, Bishnah, Samba, Kathua Dakshin and Ramnagar.

The boundaries of Suchetgarh and RS Pura-JS have been re-adjusted by the panel.

The Delimitation Commission is understood to have accepted the suggestion of both the National Conference and the BJP to restore the Habbakadal assembly constituency in Srinagar district, which has a large electorate of Kashmiri Pandits, and renaming the Mughal Maidan seat in Kishtwar district to Inderwal. Has been given.

This constituency was earlier also known as Inderwal and was named as Mughal Maidan in the draft report.

Kot Patwar circle of Raipur Domana whose four panchayats were clubbed with Madh (SC Reserve) seat in the draft report has now been merged into Jammu North assembly constituency.

Dungi, Suhana, Bagla and Fatehpur panchayats which were part of the newly created Thanna Mandi assembly constituency in Rajouri district have been clubbed with Rajouri assembly seat as they were part of Rajouri tehsil.

The Poonch Patwar Halka of Mandi Block, which was included in the Surankote constituency in the draft report, has again been made a part of the Poonch-Mandi section. Similarly, some of the hulks from the Mendhar section who were included in Surankote have been reversed in Mendhar.

Sangaldan area has now been included in Banihal assembly seat of Ramban district, while Tangar area of ​​Banihal has been shifted to Ramban seat.

The commission is likely to meet the five associate members and brief them about their suggestions/objections which have been accepted or rejected.

After the meeting, the commission will place its report in the public domain for inviting claims and objections.
