The conditional cash transfer scheme, aimed at preventing school dropouts and child marriages, allows an annual incentive of Rs 1,000 for girls aged 13-18 years who are studying in Class VIII or its equivalent, provided they remain in school And study and don’t get married. The second part of the scheme is a one-time grant of Rs 25,000, which is paid after the girl turns 18, provided she is engaged in education or works and remains unmarried.
The recently released National Family Health Survey-5 (NFHS-5) data for 2019-20 also shows how Kanyashree has managed to make a significant impact.
During this period, women aged 15-19 years in Bengal who were already mothers or were pregnant accounted for 16.4 per cent. This is a sharp decline from the 18.3% shown in NHFS-4 in 2014-15. Even the juvenile fertility rate has declined. The NHFS-5 says the adolescent fertility rate for women aged 15-19 years is 81, compared to 90 during the NFHS-4.
Before Kanyashree, the state ranked fifth in the country when it came to the practice of child marriage, with almost every second girl being a child bride (54.7%). NHFS-5 says women with 10 or more years of schooling now account for 32.9%; In NHFS-4 it was 26.5%.
