Terming it as a violation of rules and procedures, Mr Saxena had asked the Chief Minister to sign every file in the interest of “smooth and effective governance”. “The Chief Minister is sending files for the view, opinion and approval of the LG without his signature; Instead the CMO is sent by the staff with comments like ‘CM ne dekha’ without any urgent basis,” said a source in LG House.

The source said it was a totally different thing from the past when such files were duly signed by the chief ministers.

According to the Office of Procedure Rules, 2022, it is only in ‘rare and urgent cases’, such as when a minister is on tour or is ill, his approval has to be taken over the telephone and the minister’s decision is conveyed. is his personal secretary in writing.

In such cases, the LG wrote, the confirmation of the decision taken by the minister should be obtained on file when he returns from the tour. Submitting files under the signatures of CMO officials “on a regular basis”, the LG said, “disappointed/needed to be avoided” as it was not clear whether the proposal was looked into and approved by the chief minister.
