Lt Governor’s objection to the convening of the Assembly an ‘insult’ to the House: AAP

Delhi Lieutenant Governor VK Saxena’s objection to the convening of Monday’s assembly session is an “insult” to the House and not in line with the constitutional position, the ruling AAP said.

Delhi Assembly Deputy Speaker Rakhi Birla alleged that attempts were being made to lower the dignity and power of the House. He also ordered the matter to be referred to the Privileges Committee of the Vidhan Sabha.

Ms. Birla said the committee should also examine whether the LG should be summoned in the matter.

The day-long session of the Assembly began soon after 11 am, and Deputy Speaker Birla condoled the loss of lives in the recent incidents, including in Maharashtra.

AAP MLA Sanjeev Jha then raised the issue of the Delhi Lieutenant Governor’s note, which flagged “procedural lapses” in convening the current session by the Delhi government. He alleged that the LG’s objection was an ‘insult’ to the House.

LG can send messages to the House only on the aid and advice of the Council of Ministers. If he does not understand the Constitution, he should have someone to advise him on matters of law and the Constitution, Mr Jha said.

The AAP MLA also criticized the Lieutenant Governor, saying his job was to maintain law and order. He alleged that the city is in “bad shape”, with drugs freely available and “large-scale” land grabbing due to “DDA’s inaction”.

Lieutenant Governor Saxena on Sunday flagged “procedural lapses” in convening a one-day session of the Delhi Assembly on April 17, prompting a sharp reaction from Chief Minister Arvind Kejriwal, who said he wanted the LG to study the Constitution again .

Saxena told the Delhi government in a note that the Speaker of the Delhi Assembly has proposed convening the second half of the fourth session of the Seventh Legislative Assembly, while the Delhi Cabinet has recommended a one-day session of the House. LG office officials had said.

As per the rules and the Act, the Assembly, which was adjourned sine die on March 29, 2023, has to be prorogued before a new session can be convened. He said that since the session does not prorogue, a new session cannot be called.

Delhi Health Minister Saurabh Bhardwaj alleged that the Lieutenant Governor’s communication was “leaked to the media” which is a “serious matter”.

There should be an inquiry as to how the news sent to the Chief Minister was ‘leaked to the media’. He alleged that it was a case of “breach of privilege”.

BJP MLA Vijender Gupta alleged that a mockery was being made of the assembly by calling the house to discuss political agenda.
