The Bhagwant Mann-led government on Friday introduced a resolution in the one-day Punjab Assembly session, urging the Center to respect the principles of federalism enshrined in the Constitution, seeking immediate transfer of Chandigarh to Punjab.
It further said that the Center should not take any such step, which disturbs the balance between the Chandigarh Administration and other common assets like Bhakra Beas Management Board (BBMB).
Chief Minister Bhagwant Mann said that Punjab was reorganized through the Punjab Reorganization Act, 1966, in which the State of Punjab was reorganized into the State of Haryana, the Union Territory of Chandigarh, and parts of Punjab into the erstwhile Union Territory of Himachal Pradesh. was given to.
Since then, a balance has been maintained in the administration of common assets like the BBMB, by giving management positions in some proportion to nominees from the state of Punjab and the state of Haryana, Mann said.
The resolution further states that the central government, through several of its recent actions, is trying to disturb the balance. Recently, the center had advertised BBMB posts for all the states and central government, however, traditionally the jobs are filled by the officials of Punjab.
Similarly, the Chandigarh Administration has always been managed by the officials of Punjab and Haryana in the ratio of 60:40. However, recently, the central government had posted outside officers in Chandigarh, and introduced Central Civil Services Rules for employees of the Chandigarh Administration, which goes against the understanding in the past, the resolution said.
“Chandigarh city was created as the capital of Punjab. In all the previous examples, whenever a state has been bifurcated, the capital remains with the parent state. Therefore, Punjab has been claiming to completely transfer Chandigarh to Punjab. In the past, this House has passed several resolutions urging the central government to shift Chandigarh to Punjab. Keeping in view the harmony and sentiments of the people, this House once again recommends to the State Government to take up the matter with the Central Government so that Chandigarh can be immediately transferred to Punjab.
