Naga peace talks: Centre’s interlocutor AK Mishra meets NSCN-IM general secretary at Camp Hebron

For the first time since 1997, the negotiator of the Center for Naga Peace Dialogue met the Secretary General of the National Socialist Council of Nagalim-Isak Muivah (NSCN-IM) at its headquarters at Camp Hebron near Dimapur.

AK Mishra, negotiator of the Center for Peace Talks and former Special Director of the Intelligence Bureau, was received by the rebel group’s military chief Anthony Shimray and collective leadership RH Rising and NSCN-IM cadres at the headquarters at Camp Hebron, about 30 km from the commercial Is. The development comes after Nagaland Chief Minister Neiphiu Rio along with other members of the core committee on the Naga political issue met Prime Minister Narendra Modi and Union Home Minister Amit Shah last week and urged the Center to expedite the peace process.

The meeting between Mishra and NSCN-IM General Secretary Thuingleng Muivah lasted for nearly two hours, which was confirmed by NSCN-IM Kilo Kilosar (Home Minister) M Daniel Lotha in Dimapur. Lotha said if the Center showed sincerity and seriousness, a dignified solution to the long-standing Naga issue would be achieved soon.

AK Mishra, who replaced RN Ravi as the interlocutor last year, arrived in Nagaland on Monday to discuss the Naga political issue. During his stay in Dimapur, he is expected to meet the state government’s core committee on the Naga political issue as well as the Naga National Political Groups (NNPG), a joint body of seven Naga insurgent groups.

The Center has been in talks with the NSCN-IM since 1997 and signed the “Framework Agreement” on 3 August 2015 in the presence of Prime Minister Narendra Modi. The Center also signed an “agreed position” with the NNPG on November 17, 2017. However, with the NSCN-IM persevering on the demand for a separate flag and constitution for the Nagas, no final solution has been achieved till date.

The peace process was derailed after relations between the NSCN-IM and the then Naga negotiator RN Ravi soured in 2019-20, leading to a war of words. In September 2020, Ravi resigned as a Naga interlocutor and was transferred to Tamil Nadu as governor.

Earlier this month, the NSCN-IM once again blamed Ravi for the “misleading behaviour” of the “India-Naga talks”.

Last month, while participating in a discussion on the Naga political issue in the Nagaland Assembly, Higher and Technical Education Minister Temjen Imna Along, who is also the state BJP president, said that everyone knows that there is no separate Naga flag and constitution. Receivable Temjen Imna Along said during a meeting where Chief Minister Neiphiu Rio was also present, Union Home Minister Amit Shah categorically stated that “a separate flag and constitution can never be given.”
