Faced with criticism, Govt. Says the plan has been postponed to 2022

Ms Bhati said, “In respect of your sovereignty and the interest of the students, the Center has decided that the revised scheme will be implemented from 2022. The present examination will be conducted on the basis of the 2020 plan.”

A bench headed by Justice DY Chandrachud expressed satisfaction over the change of view of the government and disposed of the matter.

Ms Bhati said the decision to go back to the old method was taken in consultation with expert bodies like the National Board of Examinations and the National Medical Commission keeping in mind the interests of the students.

The new pattern shows questions solely from the field of general medicine and not the specialties for which the students are seeking admission. The court observed that general medicine is the largest pool from which students can be found to fill up the vacant seats for super specialty courses in private institutions.

“We get the impression that medical education has become a business, and medical regulation has also become a business. This is the tragedy of medical education in this country,” Justice Chandrachud had remarked.

The court observed that the questions under the revised pattern were entirely from general medicine, which was a feeder category. In the earlier pattern 60% questions were from the specialty of the chosen field of the student and the rest from the feeder category.

“For 12 Super Specialties, 100% of the questions are from General Medicine. The entire exam will be on General Medicine only. Guess the logic, General Medicine is the biggest pool, and tap them to fill the seats. This appears to be the idea,” the bench had noted.

In an earlier hearing, the court had reprimanded the government, saying “young doctors cannot be left at the mercy of insensitive bureaucrats and they cannot be treated like football”.

The court had said, “The interests of the students are far greater than those of the institutions.”
