second week of Parliament’s ongoing monsoon session uproar On Monday, the opposition continued its protest and raised slogans on price hike, GST and other issues. Like the first week, both the houses could not do much business in the day’s list. The impasse in Parliament is unlikely to end today because Opposition expected to consider suspension of four Congress MPs from Lok Sabha on Monday. On business listed for today, the Family Courts (Amendment) Bill, 2022 is listed for consideration and passing in the Lok Sabha. At a time when the Commonwealth Games are about to begin in Birmingham and Chennai in preparation for hosting the Chess Olympiads, the House is also scheduled to discuss the need to promote sports in the country. The Weapons of Mass Destruction and their Distribution System (Prohibition of Unlawful Activities) Amendment Bill, 2022 has been listed for passage in the Rajya Sabha.

Lok Sabha adjourned till 11.45 pm

Speaker Om Birla adjourned the House till 11.45 am amid sloganeering by the MPs, however, before adjourning he warned the MPs not to raise placards or raise slogans in the House. “This is your House, you can debate, or agree or disagree with each other. I do not want to take action against any MP. But remember that the House is not for waving placards. It is meant to discuss issues of public importance. The people of the country do not want to see you in Parliament with banners and placards,” the speaker said as he urged opposition MPs to return to their seats. He also said that questions on GST have been listed in today’s business.

Lok Sabha proceedings resumed on Monday with Question Hour on Tuesday. Though opposition members continued to protest over the price hike, Speaker Om Birla urged the members not to disrupt the proceedings of the lower house.

AAP MPs Sanjay Singh and Raghav Chadha, CPI MP Binoy Vishwam recently gave suspension notice under rule 267 in Rajya Sabha to discuss GST rate hike, inflation. Meanwhile, Shiv Sena MP Priyanka Chaturvedi demanded suspension of business for discussing “misuse of CBI, ED, IT for political agenda”.

Monsoon Session Day 6 Recap

In Lok SabhaOpposition protests over price hike, GST and other issues disrupted proceedings in the Lok Sabha, with four Congress members suspended for the rest of the session. Speaker Om Birla asked the protesting members, including Congress, Trinamool Congress and DMK, not to raise slogans and show placards. He told them that the government was ready to discuss the issues raised by them and insisted that the people wanted the House to run. The proceedings were adjourned.

When the session resumed, Rajendra Agrawal, who was presiding over the proceedings, asked the opposition members to heed the warning given by the Speaker. As the protesting opposition members stopped the proceedings again, the Speaker named Congress MPs Manickam Tagore, TN Pratapan, Jothimani and Ramya Haridas. He said the members who were suspended showed “stubborn behaviour”, “deliberate and persistently obstructed proceedings” and ignored the rules of the House and the directions of the Speaker. The House then passed the resolution by voice vote and suspension of four MPs was announced.
