PhD not mandatory for assistant professor posts in universities: UGC chairman

University Grants Commission (UGC) chairman M Jagadesh Kumar said that Doctor of Philosophy (PhD) is not mandatory for recruitment to the posts of assistant professors in central universities. Speaking at the inauguration of the newly constructed UGC-HRDC building on the Osmania University (OU) campus, Kumar said qualifying in the commission’s National Eligibility Test (NET) would be sufficient, Telangana Today reported.

This decision is being taken so that professionals who do not have PhD can be appointed as assistant professors in universities of India. Additionally, the move is aimed at providing opportunities to experts who want to teach in universities but cannot do so because they do not have a PhD degree.

M Jagadesh Kumar said that one country-one data portal is being developed, which will provide all UGC guidelines and other important details to the candidates. Kumar further said that from the next academic year, quality education will be delivered directly to the students through the National Digital University.

The central government had earlier amended the rules of the commission, making PhD the minimum eligibility criteria for recruitment of assistant professors. The new guidelines were to come into force in 2021 but got postponed due to the COVID-19 pandemic. Media reports suggest that it was later extended till July 2023. But in the meanwhile, recruitment continued on the basis of University Grants Commission National Eligibility Test (UGC NET) score.

Meanwhile, the National Testing Agency (NTA) has started the registration process for the joint CSIR-UGC NET exam in December-2022 and June-2023. Candidates can apply through the official website csirnet.nta.nic.in. As per the schedule, the application process will be active till 5 pm on April 10. While the last date to fill the application form with late fee is April 10 till 11:50 PM. The exam for this will be held on June 6, 7 and 8.

The exam is conducted to determine the eligibility of Indian citizens for Junior Research Fellowship (JRF), Lectureship (LS) and Assistant Professorship in universities in India.

The exam is conducted for papers which include Chemical Sciences, Earth, Atmospheric, Ocean and Planetary Sciences, Life Sciences, Mathematical Sciences and Physical Sciences. The medium of examination will be English and Hindi.
