PhD not mandatory for recruitment of assistant professors till 2023: UGC

The Central Government has amended the UGC rules to make PhD the minimum eligibility requirement for recruitment to the post of Assistant Professors. The UGC’s 2018 rules making PhD minimum eligibility for hiring assistant professors were to come into force from 2021, however, were postponed due to the COVID-19 pandemic. Now, the criteria has been extended till July 2023 and the hiring will continue on the basis of UGC NET score.

The move is expected to fill up vacancies in higher education institutions faster than usual. In an official notice, the UGC said, “UGC has decided to extend the date of PhD as an essential qualification for direct recruitment of Assistant Professors from July 1, 2021 to July 1, 2023, in view of the COVID-19 pandemic. “

As per the existing norms, candidates who qualify for the Teacher Eligibility Test including NET, SET, SLET are eligible to apply for the post of Assistant Professor. Candidates who have been awarded PhD degree as per UGC norms will be exempted from the requirement of minimum eligibility condition of NET/SLET/SET.

“PhD degree will be an essential qualification for direct recruitment to the post of Assistant Professor in the Department of Universities with effect from 01.07.2023. This amendment will be known as the UGC (Minimum Qualifications for the Appointment of Teachers and Other Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education), Amendment Regulations, 2021,” the official statement read.

Earlier, UGC Received several representations seeking delay in implementing the policy Claiming that it will negatively affect the NET qualified candidates.

The ‘University Grants Commission (Minimum Qualifications for the Appointment of Teachers and Other Academic Staff in Universities and Colleges and Other Measures for the Maintenance of Standards in Higher Education) Regulations, 2018’ – a policy which provides for the appointment of Assistant Professors to Ph.D. The minimum requirement was approved. However, in 2018, candidates were given three years to complete the PhD and to ensure that they are not deprived of immediate implementation.

Meanwhile, the gateway to the job, UGC NET has been postponed till further notice. Many times the exam has been postponed. National Testing Agency (NTA) will conduct a combined exam for both the December 2020 and June 2021 cycles
