Posoco of the Ministry of Power will run the green energy system

New Delhi The Ministry of Power has notified Power System Operation Corporation Limited (POSOCO) as the central nodal agency for setting up and running single window green energy systems. This follows the notification of the Electricity (Promotion of Renewable Energy through Green Energy Open Access) Rules, 2022, dated June 6.

The aim of the regulations is to ease the process of access to green sources of electricity by commercial and industrial consumers. Captive consumers can now avail power under green open access without any limit and distribution companies can demand green power supply from generating companies.

Under the new rules, any consumer can take electricity under green open access.

According to the government the approval process will be fast. POSOCO will now have to approve or reject applications for green power supply within 15 days. Otherwise, the application will be considered accepted. The limit for such transactions has also been reduced from 1 MW to 100 kW to benefit small consumers.

There will also be a similar renewable purchase obligation on the users under the open access norms, including captive consumers and commercial entities in the areas assigned to the DISCOMs.

Users seeking open access to a clean energy source without being connected to a discom will have a lower surcharge to pay.

Under the new norms, the tariff for green energy will be determined separately by an appropriate commission, and will include the average pooled power purchase cost of renewable energy, cross-subsidy charges, if any, and service charges that cover discretionary costs. The government has also made it mandatory for the distribution licensee to bank surplus green energy.

“The rules will help streamline the overall approval process for renewable energy producers to provide open access including timely approvals to improve cash flow forecasting. This will also bring about uniformity in the application process,” the ministry said while notifying the rules. Said happened.

Green certificate and cross subsidy surcharge will be given to the consumers of green energy and additional surcharge will not be applicable if the green energy is used for production of green hydrogen and green ammonia.

The Electricity Act of 2003 allowed consumers to purchase electricity directly from generators using the grid under an open access system. However, the growth of the open access segment has not been as expected over the past two decades.
