The Shanghai Cooperation Organization began in the late 1990s as a grouping of the Russian Federation, Central Asian republics and China as a trust-building mechanism after the end of the Cold War. The organization as it stands today was established in 2001 and India joined the group in 2017.

The SCO facilitates high-level political dialogue and also lays out a comprehensive security agenda that addresses “terrorism in all its forms and manifestations, separatism, extremism, illegal smuggling of drugs, arms, ammunition and explosives, cross-border organized crime, focuses on ensuring international information security, strengthening border security, joint efforts to combat illegal migration and human trafficking, money laundering, economic crimes and corruption”, reads the Dushanbe Declaration.
