The Shinde government decided to roll back four policy decisions taken by the Fadnavis government during 2014-2019, but this was later overturned by the MVA regime. These decisions include restoring the voting rights of farmers in Agricultural Produce Marketing Committee (APMC) markets, reintroducing pensions for those jailed during the Emergency and electing village heads and city council presidents directly from the people. .

The Maharashtra Agricultural Produce and Marketing (Development and Regulation) Act 1963 only allows members of village panchayats, agricultural credit societies and multi-purpose cooperatives to elect members of the APMC. In August 2017, the then BJP-Shiv Sena government brought an amendment to the law and empowered farmers to choose members and presidents of APMCs in the area where they sell their produce.

In January 2020, the MVA government repealed this provision and went back to the old process, in which members of gram panchayats, multi-purpose cooperative societies and agricultural credit societies elected the APMC board, claiming that the APMC had no operations. The new government also overturned the MVA’s decision to annul the direct election of sarpanch and city council president. It also decided to allow direct election of sarpanch (village head) to local self-government bodies (gram panchayats). The state government has decided to add a provision that the gram panchayat will not be able to move a no-confidence motion against the sarpanch or the deputy sarpanch in the first two years after the election and six months before the next election.

Similarly, the present government also decided to elect the city council presidents directly from the people by bringing an amendment in the Maharashtra Municipal Council, Nagar Panchayat and Industrial Towns Act, 1965. The previous Fadnavis government amended it in 2017 to make way for it. Direct election of sarpanches This was traditionally done to gain entry into village panchayats controlled by the Congress and the NCP, although elections are rarely fought on party symbols.

In January 2020, the then MVA government decided to reverse the decision, claiming that differences between the ideologies of sarpanches and members of village panchayats were hindering development work. The Shinde government, in its first cabinet meeting after taking over, had banned the shifting of the Metro car shed from Green Lung Aarey Colony to Kanjurmarg in Mumbai.

Incidentally, shifting the Metro car shed from Aarey to Kanjurmarg was the first decision taken by the Uddhav Thackeray-led MVA dispensation in 2019.
