Significant reduction in stubble burning incidents in Punjab, Haryana and NCR districts of Uttar Pradesh

Incidents of burning of paddy residue have come down by 69.49 per cent in Punjab, 18.28 per cent in Haryana and 47.61 per cent in eight NCR districts of Uttar Pradesh.

The Commission for Air Quality Management (CAQM) in NCR and adjoining areas said that according to a report based on the protocol prepared by the Indian Space Research Organization (ISRO), the incidents of burning of paddy residue in Punjab accounted for 69.49 per cent, 18.28 per cent. has decreased. The percentage in Haryana and 47.61 per cent in eight NCR districts of Uttar Pradesh during the one month period as compared to the corresponding period last year.

“The incidents of active paddy residue burning in eight NCR districts of Punjab, Haryana and Uttar Pradesh have come down significantly this year, with fewer fires reported in 2021 as compared to last year,” the commission said.

“A total of 1,795 fire incidents were reported during the one-month period till October 14, while 4,854 cases were reported in the same period during 2020. 663 of the reported sites have been inspected.” it added.

It said that out of 1,795 sites from which stubble burning has been reported in Punjab, Haryana and Uttar Pradesh, 663 fields have been inspected by agencies and officials of the respective states and environment compensation (EC) has been imposed in 252. case

During the said period in the current year, Punjab recorded 1,286 stubble burning incidents as against 4,216 in the same period last year.

There were 487 such incidents in Haryana as compared to 596 in the same year last year.

The total number of stubble burning incidents in eight NCR districts of Uttar Pradesh during this period was 22, as compared to 42 in the corresponding period last year.

There was no incident of stubble burning from two NCR districts of Delhi and Rajasthan.

The first paddy residue burning incident took place in Punjab on September 16, in the NCR region of Uttar Pradesh on September 18 and in Haryana on September 28.

The CAQM in a statement said that harvesting will be at its peak in the next few weeks and the state governments are taking steps as per the action plan to improve the effectiveness of enforcement and implementation to effectively tackle the problem of stubble burning.

In order to prevent and reduce air pollution during the current crop season, CAQM is actively monitoring incidents of paddy residue burning since September 15 in eight NCR districts of Punjab, Haryana and Uttar Pradesh.

It has been holding regular meetings with officials including the Deputy Commissioners of Haryana, Punjab and Uttar Pradesh.

In coordination with key stakeholders including ICAR-IARI, a protocol for CAQM has been developed by ISRO to monitor the fire count.

The Commission is also monitoring the implementation of the Action Plan prepared on the basis of the Framework for Prevention and Control of Stubble Burning developed by the Governments of Punjab, Haryana and Uttar Pradesh.

In Punjab, the hotspots of paddy residue burning are Amritsar, Tarn Taran, Patiala and Ludhiana. The commission said that these four districts account for 72 per cent of the incidents of stubble burning in the state.

Similarly, the hotspots in Haryana are Karnal, Kaithal and Kurukshetra. These three districts account for 80 per cent of the stubble burning incidents in the state.

The CAQM has held several meetings with government officials including district collectors and district magistrates of Punjab, Haryana and Uttar Pradesh.
