Thiruvananthapuram: With an aim to introduce an economical and hassle-free system for streetlight maintenance, the Municipal Corporation has decided to introduce zone-based LED street lighting system in highways, main roads and select minor roads.
The civic body has sought Expression of Interest (EoI) from firms across India for maintenance and installation of street lights for 10 years.
Over the years, the civic body has had to deal with allegations of corruption and delay in streetlight maintenance. The new system is being planned to address all such concerns regarding purchase and replacement of lights. The mobile based complaint register system (mobile app) and centralized control and monitoring system will be the salient features of the project.
As per the EOI document, the project will include essential maintenance, replacement of items, centralized control to switch on/off at stipulated time intervals, smart mechanism for fault detection/non-working LED lighting and mobiles for general public. Alert mechanism will be included. File a complaint against the street lighting system not working properly.
The model was successfully implemented Kozhikode Corporation. The firm will be offered a fixed rate for maintenance and payment of electricity charges. Since LED lights are being installed in all the wards, there will be a reduction in the consumption of electricity, which will also have an impact on the electricity bills.
“In Trivandrum, we will introduce this system in three zones. Either one firm can operate in all the three sectors or different firms can go into different sectors,” said a corporation official.
The municipal body will submit a list of street lights and details of electricity charges every month to the firm. corporation pays the bills KSEB Under Trivandrum Division, Kazhakkuttam Division and Neyyattinkara the division. The monthly bill of each mandal ranges between Rs 29 to 30 lakh.
As per the condition, all the assets of the LED system will be handed over to the civic body after 10 years of proper maintenance.
The Corporation will provide a separate amount for installation of street lights in new streets and lanes and for the cost of installing new street lights after the poles are installed to maintain the required brightness level.
The information regarding grievance redressal through complaint registration, complaint detection and conduct of repair works in the field will be communicated to the Corporation / KSEB officials through mobile alerts.
