Advocate Singh explained, “This whole law (NDPS – Narcotic Drugs and Psychotropic Substances Act) is based on possession and possession amounts to punishment. If there is no possession, then the question of the matter does not arise unless you have a possession. There is no peddler or supplier, which is the fourth category.
