To survive stormy Parliament sessions, Modi’s council of ministers will get a lesson on ‘conduct’

The fifth and last Council of Ministers meeting will be held in New Delhi this evening under the BJP’s Chintan Satra initiative and will be presided over by the Prime Minister. Narendra Modi, Sources say that the focus of today’s meeting will be on the upcoming Parliament session and how the ministers have to conduct themselves in Parliament.

Chairs of both Lok Sabha and Rajya Sabha have been invited as special guests for this special meeting and session- Rajya Sabha Chairman M Venkaiah Naidu and Lok Sabha Speaker Om Birla. He is also likely to address the gathering on conduct in the House which is fast getting out of hand in view of the rising cases of violence.

This is the first time such an initiative has been taken.

Sources also tell us that a presentation will be made by the Minister of Parliamentary Affairs on this issue. A top source said, “Parliament is the temple of democracy and it is important for every individual to ensure that its full productivity is a point which has been highlighted many times by the Speaker of Lok Sabha and Chairman of Rajya Sabha.” The same is likely to be tense today, but more than anything else because the government has so many new ministers who have been inducted in the last three months, the session is crucial as the government prepares for a stormy winter session in the coming weeks. In an earlier meeting of the Council held in July before the start of the monsoon session of Parliament, the Prime Minister had asked his colleagues to take the duty of Parliament extremely seriously and be well prepared with questions, rules and procedures etc. . In that meeting, PM Modi had also asked the cabinet ministers to take the member ministers of the state with him on every issue and decision and any disturbance by the minister of state would amount to the failure of the cabinet minister.

During the Monsoon Session, the Prime Minister had advised that all Ministers of State be seated in the Rajya Sabha apart from their roster duty or any other work assigned to them. It was the best way to learn on the job as the debates and arguments in the upper house of Parliament were of high quality, the PM had advised.

The last monsoon session of Parliament was extremely difficult with many disruptions by the opposition and hasty work including passing of bills at intervals of around 3 to 4 minutes without any discussion. In the closing days, the upper house of Parliament witnessed violent scenes, with several members nominated by security personnel for trying to cause physical harm to them.
