TRAI proposes rating buildings based on digital infrastructure

New Delhi With the Telecom Regulatory Authority of India (TRAI) proposing to create a regulatory framework for providing digital connectivity as essential infrastructure, India will start rating all its buildings based on the digital infrastructure they provide .

This has become important keeping in mind the demand for seamless digital connectivity at all times by users preferring to work from anywhere, which has been further driven by the launch of 5G services that provide high-speed internet access.

“The thrust of these recommendations is to provide a framework for building an ecosystem for Digital Connectivity Infrastructure (DCI), which is an intrinsic part of building development planning in the same way as other building services such as water, electricity or fire protection systems ” said the regulator.

Once the framework is in place, TRAI has proposed a two-year deadline, in which all existing as well as new buildings of public importance would be mandated to put in place the rating system. It has also proposed to make ratings mandatory for airports, seaports, railway and metro stations, bus stations, multi-specialty hospitals, industrial parks, large commercial complexes and government buildings. For non-mandatory categories of buildings, TRAI has proposed voluntary compliance.

The regulator said the infrastructure will be co-designed and co-created along with the building development among various stakeholders, including developers and builder service providers, which it refers to as property managers. or local body.

As an extension, TRAI has mandated upgradation of digital infrastructure in all existing government buildings, PSUs or autonomous bodies of government, commercial buildings and public places such as airports, seaports, railway stations, bus stations, metro stations or any other building. has been made mandatory. By the Ministry of Housing and Urban Affairs in consultation with the Department of Telecom.

The regulator has also proposed that the Model Building Byelaws 2016 and the National Building Code of India be amended to include digital connectivity infrastructure in buildings. It added that the Bureau of Indian Standards (BIS) should be tasked with reviewing the DCI’s existing standards and procedures for buildings, which should be made part of the code. BIS will also prescribe standard templates that will be used by asset managers to collect building information and connectivity requirements of users.

TRAI also recommended that digital connectivity infrastructure developed in buildings by asset managers should be accessible to all service providers on a fair, transparent, non-discriminatory and non-chargeable basis. The regulator has also suggested making provisions for mandatory digital connectivity infrastructure inside buildings, its maintenance and timely upgradation under real estate law RERA. Additionally, TRAI has suggested that maintenance and upgradation of this DCI should be included in the agreements between builders and buyers.
