TRAI recommends direct access of service providers’ data to DoT for ease of doing business

New Delhi The telecom department should create a secure system to seamlessly access service providers’ data such as command logs and supply chain documents to ease existing security conditions prescribed under existing permits, sector regulator Trai recommended on Tuesday.

Telecom service providers are required to keep a record of all operation and maintenance command logs for a period of 12 months, including the actual command given, who gave the command, when it was given, with date and time and from where. The same set of information needs to be stored for the next 24 months in non-online mode which turns out to be huge.

Telecom Regulatory Authority of India (TRAI) in its recommendation on “Ease of Doing Business in Telecom and Broadcasting Sector” has recommended that DoT review the existing security conditions stipulated in Telecom License Agreement with respect to maintaining command log and supply chain And simplification should be done. document.

“Instead of seeking every information from the service provider, DoT may examine creating a static IP based secure access system for service providers to have seamless access to such data. The core of enabling ecosystem by providing access to relevant information to the government The concept must be grasped.” as and when expedient,” TRAI said.

Among various measures to enhance the ease of doing business, TRAI has recommended that the government should include a website blocking process on the Single Window Portal and that Internet Service Providers should list the websites to be blocked from the portal only in their secure login. should be obtained. a quick notice.

TRAI recommended, “The list of websites to be blocked should be informed to ISPs through immediate notification in their secure login. Provision for submission of compliance by ISPs should also be made on the portal itself.”

Most of the recommendations made by TRAI involve technological interventions to promote ease of doing business in this sector.

The regulator has suggested that the process of surrender of license to service providers, issue of No Objection Certificate (NOC) and issue of bank guarantee should be made simple, online and time-bound.

In order to reduce the audit burden of subscribers, TRAI has recommended that Customer Acquisition Form (CAF) should be submitted online by TSPs to DoT licensed service area.

“The portal should support bulk uploading facility. Suitable analytical and Artificial Intelligence (AI) tools should be used to process such CAFs,” TRAI recommended.

For faster roll-out of telecom networks, TRAI has recommended that the requirement of Additional Standing Advisory Committee on Radio Frequency Allocation (SACFA) for the same mobile network site or tower location be replaced with information only on the Saral Sanchar Portal Needed

The regulator has suggested that telecom operators should be permitted to redeploy/deploy their wireless equipment in any other circle or location after giving prior intimation to the WPC (Wireless Planning Commission).

TRAI said, “There should be no requirement of taking prior permission of the WPC. The online portal should provide the facility for submission of such prior information.”

In order to expedite approvals for satellite services, the regulator has recommended that the Ministry of Information and Broadcasting and DoT portals should be integrated end-to-end with the Department of Space (DoS) and all services requiring the space segment Must be fully functional.

“The stage-wise status of the application should be transparently visible to the applicant. Time-lines for each stage should be clearly defined. Two-way query system should be incorporated. Within DOS, New Space India Limited (NSIL) processes should also go online to ensure transparency and time-bound processing,” TRAI recommended.

The regulator has suggested that DOS should publish the details and capacity availability of Indian satellites and a list of approved foreign satellites/satellite systems, their orbital locations, transponders and frequency availability and their other technical and security parameters.

“…the Inter-Ministerial Committee for Satellite Network Clearance (IMC-SNC) should meet at least once in two months or on receipt of any application, whichever is earlier, to expedite in-principle approval . The meeting should be conducted . Online,” TRAI recommended.

The regulator reiterated its earlier recommendation that the existing practice of allowing foreign capacity on hire for a limited period of 3 to 5 years should be done away with and service licensees allowed to hire foreign satellite capacity for longer periods as per the requirement. Should be allowed to take over.
