UGC asks colleges to opt for e-signature for signing documents

University Grants Commission (UGC) All colleges and universities have been asked to adopt e-sign service ‘e-Sign’ in various citizen centric services. The e-signature will make it easier for people holding valid Aadhaar cards to electronically sign any document or form anywhere through their computer, laptop or even mobile, read the notice.

In addition, user privacy will also be ensured by thumb impression of the document rather than the entire document, the commission said. The ‘e-Signature’ service is an initiative of the Ministry of Electronics and Information Technology and is a part of the Digital India programme.

As per the notification dated 22nd December, this initiative will facilitate easy and secure online signing of documents by citizens as per India IT Act 2000.

In a letter to principals of all colleges as well as vice-chancellors and directors of universities, the UGC said, “e-Signature’ is a safe and secure way to achieve the vision of Digital India program by empowering citizens through paperless governance. There is a convenient approach. There is a need for widespread adoption and widespread use of digital signature service to replace unnecessary paperwork with a complete digital solution.”

With this initiative, the government aims to increase the adoption and widespread use of digital signature services to get rid of unnecessary paperwork. Meanwhile, it also aims to empower citizens through paperless governance and achieve the vision of Digital India programme.

The e-Sign service will be implemented by C-DAC Pune which is a provider of Digital Signature Certificate (DSC) and e-Sign services. C-DAC functions under the Controller of Certification Authority (CCA) and performs the role of a Certification Authority (CA).

As per the official website of C-DAC, it provides a digital certificate to the applicants for one time signing use. The certificate is of “Aadhaar-EKYC-OTP” category. C-DAC also provides online e-authentication and Aadhaar eKYC services using Unique Identification Authority of India (UIDAI).

E-Sign was launched in 2015 by the Ministry of Electronics and Information Technology to provide an online e-signature service for people to instantly sign documents in a secure manner which is also legally acceptable.
