The University Grants Commission on Thursday notified draft guidelines for setting up campuses of foreign higher educational institutions in the country in line with NEP-2020 and invited suggestions and feedback from the public on the same.

In line with the recommendations of the National Education Policy (NEP), 2020, Guidelines on Internationalization of Higher Education in 2021The UGC, in a release, has notified provisions such as setting up of an office for International Affairs and an office for Alumni Connect Cell in universities.

The UGC said a regulatory framework allowing admission of highly ranked foreign universities would provide an international dimension to higher education, enable Indian students to acquire foreign qualifications at an affordable cost and make India an attractive global study destination.

It said the guidelines titled “University Grants Commission (Establishment and Operation of Campuses of Foreign Higher Educational Institutions in India) Regulations, 2023” are aimed at facilitating admission of foreign higher educational institutions in India.

“These rules shall regulate the admission and operation of foreign universities/institutes in India for conducting undergraduate, postgraduate, doctoral, post-doctoral and other programs and award degrees, diplomas and certificates in India,” the UGC said.

no foreign higher education institutions (FHEIs) will be allowed to set up campuses in the country without UGC approval.

The foreign educational institution should be in the top 500 of the overall/subject-wise global ranking, as decided by the Commission from time to time, in its home jurisdiction.

The foreign institution will have to ensure that the quality of education imparted by it in its Indian campus is at par with the main campus in the home country, the release said.

The UGC said that the qualification awarded to the students in the Indian campus will be considered at par with the qualification awarded by the FHEI in the main campus located in the country of origin.
