UGC urges colleges to make plastic free, issues guidelines

NS University Grants Commission (UGC)In a recent notice, the college has requested the colleges to reduce the use of plastic in the campus. The notice specifically mentions avoiding the use of single-use plastic and disposal of plastic waste. “All universities and affiliated colleges/institutions are requested to make an effective awareness program to avoid the use of single plastic,” the official notice said.

This notice comes in continuation of the earlier notice issued in September 2019. The notice at that time contained guidelines to avoid the use of single-use plastic on university and institute campuses. The guidelines include conducting awareness campaign workshops on the harmful effects of single-use plastics, asking all students to avoid bringing non-biodegradable plastic items into the institute and setting up necessary alternative facilities like water units to avoid the use of plastic. has also been said. It also asked the students to make their homes aware about the harmful effects of plastic and encourage them to make their homes plastic free.

This directive comes in pursuance of a 75-week long campaign launched by the Government of India in the name of Azadi Ka Amrit Mahotsav. The campaign, which ends on August 15, 2023, aims to celebrate the achievements of the country and its people. “This campaign not only commemorates the achievements but also motivates and encourages the citizens to take positive steps for the development of the country,” the notice said.

One of the themes identified by the government for this campaign is “Awareness Program to Avoid the Use of Single Use Plastic” with a view to gathering speed, scale visibility and outreach. The notice further said that awareness about single-use plastic may also be raised through the recently notified Plastic Waste Management Amendment Rules, 2021.

Plastic sticks for balloons, plastic flags, polystyrene for decoration (thermocol), plastic or PVC banners less than 100 microns are some of the single-use plastic items that will be banned from July 1, 2022. A webinar was organized in which Union Minister for Environment, Forest and Climate Change Bhupendra Yadav interacted with students and youth from across the country. The Union Minister suggested that conscious changes in behavior were necessary as there is no planet B and what we have is not our ancestral property.

Higher education institutions which have adopted villages under ‘Unnat Bharat Abhiyan’ should campaign in their adopted villages till they become ‘plastic free villages’. The guidelines are an attempt to encourage universities and colleges to adopt policies and practices towards clean and plastic free campuses.
