Universities may soon offer online courses, UGC seeks feedback on draft rules

University Grants Commission (UGC) Inviting suggestions and comments from various stakeholders on amendments in the draft Open and Distance Learning (ODL) programs and online programmes. This step has been taken to ensure a transparent and participatory approach to simple ODL and online program framework.

Stakeholders can submit their comments till March 15 on the official website of Distance Education Bureau – deb.ugc.ac.in. According to the UGC, the new amendments and the way forward by taking all the stakeholders together is to ensure a quality education system.

The new draft amendments made by the UGC have made the National Assessment Accreditation Council (NAAC) and National Institutional Ranking Framework (NIRF) assessment ratings valid for the next three academic years. The ratings were earlier valid only till 2020-21.

As per the draft, the commission will review the ratings after three academic years. The ratings are valid for the seasons 2021-2022, 2022-2023 and 2023-2024. The next review by the commission will be done in the academic session 2024-2025 which will start from July 2024 onwards.

The public notice issued by the commission on February 28 reads, “Keeping in view the recommendation of the National Education Policy (NEP) 2020 to have a Gross Enrollment Ratio (GER) of 50% by 2035 and further promotion of ODL and online education, UGC constitutes an expert committee to review the existing ODL and Online regulatory framework ensuring qualityPowered by simplified recognition systems and procedures.”

The notice further said that the committee has accepted the report and made draft amendments which are now open for feedback from stakeholders. To provide comments, stakeholders can click on the link ‘Seek comments/suggestions on draft amendments’. After which a web page will open where the person has to fill his/her details. After that they can comment on the draft.
