The Assam government on Thursday barred all ministers, including Chief Minister Himanta Biswa Sarma, from announcing any new scheme without prior permission and considering the availability of financial resources. In the cabinet meeting chaired by Sarma, it was decided not to announce new schemes in public programs.

An official release shared by Sarma on Twitter said that during official visits and public events, ministers will only give information about schemes that are already part of the budget or any other government announcement. “In the interest of financial prudence, the CM and other ministers do not make any new announcements without taking into account the availability of adequate financial resources. The cabinet decided that the budget session of the Assam Legislative Assembly will begin from March 14 to present the state’s financial statement for the 2022-23 financial year. Addressing the press conference after the cabinet meeting, Health and Family Welfare Minister Keshav Mahant said that the traffic will not be disrupted beforehand during the Chief Minister’s road trip.

“If necessary, traffic can be stopped for a period of more than two minutes. Even in such cases, the movement of ambulances will be given priority over the CM’s convoy and will not be stopped,” he said. Mahant said that to minimize inconvenience to the public, the chief minister’s convoy will be limited to six cars in Guwahati and 12 vehicles in the rest of the state, excluding escort and pilot vehicles.

The Council of Ministers also decided that the practice of congratulating and giving gifts to ministers and senior officials during government functions would be discontinued, but proper etiquette would be provided to visiting dignitaries. Mahant said that the cabinet has requested the State Election Commission to conduct and conduct municipal elections before March 10.

Further, he said that District Day would be celebrated by all the districts on the date of notification of its creation and it should be celebrated with enthusiasm with the participation of the local people. “If the notification is not available, the date of first Deputy Commissioner taking charge will be observed as District Day,” Mahant said.
