New Delhi: The Union Cabinet has approved the extension of the flagship urban housing scheme – Pradhan Mantri Awas Yojana (Urban) till December 31, 2024.

Launched in 2015, the original deadline of the scheme was March 2022, aimed at providing affordable housing with incentives. It was launched with the aim of achieving housing for all by 2022.

Central assistance sanctioned since 2015 is 2.03 trillion. Central assistance or subsidy till 31st March 2022 1.18 trillion has already been released and A housing ministry statement said that 85,406 crore would be released as central assistance by December 31, 2024.

Continuation of the scheme till 31st December 2024 at the request of States and Union Territories will help in completion of already sanctioned houses.

Recently, the Minister of State for Housing and Urban Affairs, Kaushal Kishor told the Parliament that the government is looking at extending the flagship scheme till 2024.

In a written reply in the Lok Sabha, Kishor said: “A proposal to extend the mission till March 2024 to complete all the houses sanctioned under the scheme by March 31, 2022 without changing the funding pattern and implementation methodology is under consideration. An interim extension of 6 months has been given for all verticals except the Credit Linked Subsidy Scheme.

As per the PMAY site data, a total of 12.26 million houses have been approved so far, out of which 61.77 lakh houses have been completed.

The extension comes at a time when the pandemic has affected the completion of projects under the scheme.

During the budget speech of FY 2013, Finance Minister Nirmala Sitharaman had emphasized on faster approvals for urban housing projects.

“The central government will work with state governments to reduce the time required for all land and construction approvals to promote affordable housing for the middle class and economically weaker sections in urban areas. We will also work with financial sector regulators to reduce arbitrage costs as well as increase access to capital.”

In December 2021, the cabinet had approved the extension of the rural housing scheme, PMAY-Gramin (Gramin), till March 2024.

Housing for All is one of the major flagship programs being implemented by the Government of India through States, Union Territories and Central Nodal Agencies to provide all-weather pucca houses to all eligible beneficiaries in urban areas of the country. The scheme covers the entire urban area of ​​the country – all statutory cities and subsequently notified cities as per 2011 Census.

The scheme is being implemented through four verticals, Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), In-Situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS). While the Center provides financial assistance, the state governments and union territories implement the scheme, including the selection of beneficiaries.

In another decision, the Union Cabinet chaired by the Union Cabinet approved the ratification of an amendment to the Constitution of the Universal Postal Union (UPU) for the functions of the Union and to ensure legal clarity and consistency.

According to the government, the approval enables the Department of Posts to have an “instrument of approval” signed by the President of India and deposited with the Director General of the International Bureau of the Universal Postal Union.

“This UPU will fulfill the obligations arising out of Articles 25 and 30 of the Constitution, which provide for ratification of amendments to the Constitution adopted by Congress by member states as soon as possible,” said a statement from the Ministry of Communications.

Amendments to the Constitution of the UPU, adopted by the 27th UPU Congress, ensure further legal clarity and consistency for the Acts of the Union, bring consistency of terminology, resolve many long-standing discrepancies in the text and ‘approve or approve ‘ to adjust the provisions of. The Act pursuant to the Vienna Convention on the Law of Treaties, 1969, the Government further stated.
