India, Bangladesh, Nepal finalize MoU for implementation of BBIN Motor Vehicle Agreement

The meeting was held to discuss the passenger and cargo protocols that are required for the operation of the BBIN MVA for the regulation of passenger, personal and cargo vehicular traffic between Bangladesh, Bhutan, India and Nepal.

New Delhi, March 8 India, Bangladesh and Nepal have finalized an enabling Memorandum of Understanding signed by them for the implementation of the BBIN Motor Vehicle Agreement (MVA), pending ratification of the MVA by Bhutan. The MoU was finalized at the three-nation meeting on Bangladesh, Bhutan, India, Nepal (BBIN) MVA here on March 7-8, 2022. Bhutan attended the meeting as an observer. The meeting was held to discuss the passenger and cargo protocols required for the operation of the BBIN MVA for the regulation of passenger, personal and cargo vehicular traffic between Bangladesh, Bhutan, India and Nepal signed on 15 June 2015.

This is the group’s first meeting since the outbreak of the COVID-19 pandemic. The last meeting was held in New Delhi in February 2020. In a statement, the Ministry of External Affairs said the countries emphasized the importance of conducting the BBIN MVA expeditiously to facilitate trade and people-to-people contacts.

The Ministry of External Affairs said that operationalizing the MVA by abolishing the Passenger and Cargo Protocol will help realize the full potential of trade and people-to-people contact between BBIN countries.

The Indian delegation was led by Smita Pant, Joint Secretary, Ministry of External Affairs, while the Bangladeshi delegation was led by ATM Rokebul Haque, Director General (South Asia), Ministry of External Affairs.

The Nepalese delegation was led by Keshav Kumar Sharma, Joint Secretary, Ministry of Physical Infrastructure and Transport. The Bhutanese observer team was led by Thinley Norbu, First Secretary, Royal Bhutanese Embassy here.

During the meeting, an enabling MoU signed by India, Bangladesh and Nepal for the implementation of the BBIN MVA by the three countries, pending ratification of the MVA by Bhutan was finalized.

The Ministry of External Affairs said that while recalling the commitments made at the highest level for the implementation of BBIN MVA, the delegations expressed their desire to sign the MoU at the earliest to speed up the implementation.

The delegates agreed on specific steps and timelines for expeditious finalization of passenger and cargo protocols for implementation of the BBIN MVA. The Asian Development Bank provided technical and knowledge support to the meeting. PTI Ask Anb Amb
