The productivity of the Rajya Sabha during the second week of the Monsoon session fell from 26.90 per cent during the first to 16.49 per cent, the House also witnessed frequent interruptions, adjournments and suspension of 23 opposition members. Expressing dismay, Chairman M Venkaiah Naidu has said that “disruption is destruction of parliamentary democracy”. According to officials, the overall productivity of the House in the first two weeks of this session has been 21.58 per cent.
The Rajya Sabha Secretariat said that during the 10 sittings so far, the Rajya Sabha worked for 11 hours 8 minutes out of the stipulated 51 hours 35 minutes, with a loss of 40 hours 45 minutes. No bill could be passed with a discussion on the Weapons of Mass Destruction Bill; No Zero Hour submissions could be made; He said during the first two weeks there was no special mention in eight days and no Question Hour in six days.
Referring to the disruption in the meeting, Chairman Naidu has said that the effective functioning of Parliament is the collective responsibility of the government and the opposition. “The world is watching” India which is running. Political differences should not be allowed to affect the functioning of the House,” he said while inaugurating a two-day orientation program for newly-elected members of the Rajya Sabha on Saturday. Observing that the running of members and showing placards in the Well of the House was not the beauty of parliamentary democracy, Naidu said there were two views on showing it to the public through live telecast – one that such scenes should not be telecast. while the other so that people can see for themselves the reality in the legislatures to make their own assessment.
