No event without police permission: DU to colleges

The University of Delhi (DU) on Friday issued guidelines to its colleges asking them not to host any event without the permission of the police and not allow anyone without registration.

The development comes days after the uproar at DU’s Miranda House. On 14 October, several men were seen climbing the walls and gates of the college to witness an open Diwali celebration on the campus and indulge in “cat-calling and sexist sloganeering”.

“In the light of an advisory received from the Police Department, the following guidelines are issued to all the colleges and departments of Delhi University. No program should be organized without proper permission of the police or in case of emergency or paucity of time at least one day prior intimation should be given to the Police Station, Maurice Nagar,” the university said.

“If events or festivals are organized then only students of certain college or department are allowed to enter. It should not be opened to everyone. Admission should be allowed only after registering for the program with the ID of the college,” the university said.

The university has also asked colleges to take necessary permissions from other departments like fire, electricity, etc.

“Deployment of volunteers is also essential at the time of incidents. Hence, many volunteers may also be informed to the police,” the university said.

It said, “If any of the above guidelines are committed then the concerned college, department is solely responsible for any untoward incident that may happen during any event organized by the concerned college/ department.”

Delhi University’s Miranda House has also set up a sub-committee to revisit the procedures for events and provided an emergency standard operating procedure (SOP), which prohibits open events without prior registration.

In a notice dated October 17, college principal B Nanda said the college has taken “serious note” of Friday’s unprecedented incident which was organized by the National Service Scheme (NSS) unit of the college.
