Only Rs 400 allocated for tribal welfare in MP’s supplementary budget, alleges Congress MLAs

The last day of the winter session of the Madhya Pradesh Assembly saw repeated disruptions by Congress MLAs from the tribal community, who alleged that the Shivraj Singh government was slowly cutting budget for their community over the years.

Congress MLA Onkar Singh Markam, while giving Rs 400 in cash inside and outside the House, alleged that the BJP government has made a budget provision of Rs 400 for the tribal community. He was referring to the MP Accounts Bill 2021, which was approved by the Assembly on Thursday.

The bill shows Rs 200 under Revenue under the head Tribal Affairs and a similar amount under the Capital head.

Markam alleged that after the session was adjourned, the state government had set aside Rs 400 for the tribal community under the supplementary budget of Rs 19,000 crore. Earlier, the tribal legislators had boycotted the proceedings due to which the proceedings were adjourned. Dr Hiralal Alava, national convener of Jai Adivasi Yuva Shakti a tribal organization, said that these MLAs claimed that the tribal budget of Rs 4,000 crore has been reduced to Rs 1,700 crore in 2016-17, 2017-18. Dr. Apart was elected MLA on Congress ticket. Alava alleged that the budget made for the tribals was spent on the tribal pride day.

He said he received a reply that the information was being compiled as he had asked about the incident, while a government order specifically mentioned that Rs 12 crore from the tribal scheme had been spent on it.

Former home minister Bala Bachchan, part of the protesting group, demanded that tribals should be given reservation in promotion and alleged that the government was against the idea. He claimed that tribal schools of 5000 blocks are being merged with the School Education Department. He said that tribal scholarship worth Rs 230 crore is yet to be distributed.

Home Minister Narottam Mishra took a jibe at the protesting opposition, saying he had never seen such a useless opposition in his 31-year parliamentary career. Bills, resolutions and budget are taken up for discussion in the House but they (opposition) did not discuss anything, Mishra said. Questioning the intelligence of the Congress MLAs, Mishra claimed that they do not know the simple fact that the budgetary provision can be Rs 0 or Rs 1 and if the latter is transferred to the head.

Government defers question on fire incident in Hamidia Hospital

Medical Education Minister Vishwas Sarang, in a written reply to some questions on the death of four infants in Bhopal’s government hospital, claimed that the cause of the incident seemed to be a short circuit. However, he avoided questions about fixing responsibility on the fatal incident.

In a recent hospital fire incident, four infants died after one of the neonatal ventilators was switched on. CM Shivraj had ordered strict action against the culprits.
