On the ninth day of the budget session in the Lok Sabha, Union Finance Minister Nirmala Sitharaman replied to the general discussion on the budget held during the last week.

Discussion on the budget will continue in Rajya Sabha today.

“This country endured the highest inflation from 2010-2014”

Comparing inflation data from the US, Germany and the UK, Ms Sitharaman informed the House that “inflation management is an important task for finance ministries around the world,” adding that WPI inflation is now the benchmark for measuring inflation. Metric is not. So CPI is what we see, which RBI also sees.

Since 2014, PM Modi has ensured that we keep our inflation under control… and bring it back to within 6% every time. “Our management is strong,” she says.

“The highest inflation in this country was in 2010-2014 when retail inflation was over 9% in 22 out of 28 months”

on MSME

Shifting her focus to the MSME sector, Ms Sitharaman listed out various monetary schemes and allocations being given to the sector in the light of the pandemic.

“It was mentioned that 67% of MSMEs were closed,” she says, but they failed to mention that 67% of MSMEs were temporarily closed. “Obviously if there’s a lockdown, won’t they stop,” she says, adding that they are currently using the credit guarantee scheme.

The Union Finance Minister responded to statements regarding funding for the health sector and subsidies to fertilizers. “We have ensured that the burden does not fall on the farmer,” she says.

Highlighting the increase of 6.6 times in the expenditure of Agriculture Department from 2013-14 on doubling of farmer’s income, he said.

“Ghost accounts flooded in MNREGA”

Responding to the discussion on MGNREGA, Ms Sitharaman says, it was an act because of her, but I would like to say that the misuse of MGNREGA also happened because of her. This has stirred the opposition.

“Ghosts used to eat in MNREGA, they were also misused” (pointing to the opposition)

She says it is a demand-driven programme, aimed at providing employment during the inclement agricultural season. , Vijeta Singh

It is one thing to have a plan, it is one thing to abuse a plan, while what we are doing now is creating and using it in a correct and transparent manner, she says.

She addresses the House of Unemployment. “A huge number that people picked up… 60 lakhs… what they missed out on is PLI,” she says.

For the PLI which is now being given for 14 sectors, we put the number at 60 lakh job creation for the PLI-driven sector, says Ms Sitharaman in response to the discussion on the Union Budget.

The sources of calculation are different so you will get different numbers in Economic Survey and Union Budget

She says there was a small discussion on the data being given by the Economic Survey being different from the budget speech.

I just want to highlight that the Economic Survey draws its source from a particular set of data the government looks at the advance estimate which comes just before the budget. Advance estimates that could not have been factored into omicrons have been added, so there is some variation in the numbers, Ms Sitharaman adds.

If we don’t have a vision for the next 25 years, we will end like 65 years of Congress, when everything was made for a particular family, says Ms Sitharaman Vijeta Singh

Every other country suffered, but India suffered a lot, she says. Ms Sitharaman has listed the events of the country’s economy shrinking throughout history. She specifically highlights the period 2008-09. However, this (pandemic) crisis is a big one, and the damage to GDP is enormous, she adds.

“Our handling of inflation is that it’s only 6.2%,” she says, adding that “low crisis you can’t handle inflation, you took it to 9.1%”

Ms Sitharaman highlighted in the Budget the importance of emphasizing digital technology in governance, which she says will aid transparency in governance beyond just making the process easier for the common man. She cites farmer drones as an example.

KC Ramamurthy (BJP) continued the discussion on the budget “looking ahead”.

He says that Narendra Modi’s vision is to revive a pro-people economic policy, beyond the Left and Right bifurcation.

He says that by moving the budget presentation forward till February 1, Mr. Modi ended the colonial hangover.

He brings up the issue of crypto being an unregulated entity. “I therefore commend the finance minister for regulating crypto assets,” he says, asking the government to further regulate “misleading advertisements” on cryptocurrency.
