Rajya Sabha proceedings adjourned till March 13 amid uproar by opposition MPs

The first part of the budget session of the Rajya Sabha was adjourned till March 13 on Monday as opposition MPs continued to demand a joint parliamentary committee probe into the allegations against the Adani group.

The House, which was adjourned briefly in the morning, will now meet at 11 am on March 13 after recess.

Rajya Sabha Chairman Jagdeep Dhankhar, who spoke of deliberate obstruction of proceedings, adjourned the House for the day as opposition MPs raised slogans in support of their demand for a JPC and also to revoke the suspension of Congress MP Rajni Gave. Patil.

“The House stands adjourned to meet on Monday, the 13th March, 2023 at 1100 hours,” Dhankhar announced soon after the commencement of the Question Hour.

Soon after the listed papers were laid on the Table of the House, opposition MPs insisted that the Chair allow Leader of the Opposition and Congress President Mallikarjun Kharge to speak.

When Dhankhar allowed Kharge to speak, several members of the ruling party started raising slogans. Kharge’s remarks, however, were thrown out of the House by the Speaker.

Opposition MPs also kept raising slogans. Many of them went to the Well of the House.

Patil was suspended from the House for the rest of the budget session for airing an unauthorized video of the proceedings of the House.

Dhankhar said that he had sleepless nights because of the inputs he was getting. “The whole world is watching… It is beyond my understanding how members can behave like this and attack the Constitution,” he said, continuing the sloganeering in the morning.

Asking the opposition to maintain decorum and continue with the Question Hour, he said, “Does the public expect us to be like this… It is not so.”

“I am constrained by constant obstruction and I will go to the extent of willfully obstructing…” he said, adding that precious time had already been lost. Before adjourning the House till next month, he warned, “Members, I am requesting you for the last time. If there is such disturbance, disruption, violation of rules in the House, then I will be forced to act according to the expectations of the people. Earlier, Congress MP Pramod Tiwari urged the Speaker to revoke Rajni Patil’s suspension by Patil in the best tradition of the House and order a JPC probe.

However, Leader of the House Piyush Goyal, replying to the motion of thanks, asked the opposition MPs to apologize for their behavior during Prime Minister Narendra Modi’s speech. Only then, he said, the demand for revoking the suspension can be considered. This led to more sloganeering and uproar from the opposition benches, forcing the chair to adjourn the House.
