UGC asks universities to refund 100% fee in case of cancellation of admission by October 31 – Times of India

New Delhi: In a move that may bring a sigh of relief to hundreds of parents and graduate candidates, the University Grants Commission (UGC) is going to issue a notification on Wednesday making it mandatory for universities to refund full fees including all fees. As per the refund policy of many private universities, which are starting their academic session from mid-August and September, students will not get any refund in case of cancellation of admission one month after the commencement of classes. The Common University Entrance Test (CUET-UG) is ending on August 20, 2022 and the result is likely to take around 15 days, with many candidates securing seats in private higher education institutions as a backup option. By the time the admission in Central Universities and other participating universities does not start, the refund window will be over.

Earlier in view of the situation of COVID-19, UGC has prescribed a provision of refund of fee due to cancellation of all admission/stay of students during the academic session 2021-2022 in July 2021. Also, the UGC has requested higher educational institutions to fix the last date for their undergraduate admissions after the declaration of CBSE Class XII results on July 12, 2022 so that such students get enough time for admission. The commission also said that the admissions can continue till October, 2022. To avoid the financial difficulties faced by the parents, UGC Chairman Professor M Jagadesh Kumar has said that the UGC has decided to write to all HEIs that there should be a full refund of fees. As a special case for the academic session 2022-2023, all cancellations of admission/stay of students up to October 31, 2022 will be done by institutions of higher education.

In the letter written by UGC, it has also been clarified to HEI that full fee including all charges on account of cancellation/migration should be refunded (ie, there should be zero cancellation charges) by October 31, 2022. Thereafter, in case of cancellation/withdrawal of admission by December 31, 2022, the entire fee collected from a student should be fully refunded after deducting more than Rs.1000 as processing fee.

UGS has asked all HEIs to ensure compliance of the instructions regarding refund of duty in view of the epidemiological factors.
